it's a cat, omg. Can't you tell by the Egyptian attire? He's based off of an Egyptian cat-god.

Beerus is the god of destruction and he has a dream about fighting a super saiyan god so he goes to Earth to find it, but he's very impatient and destroys worlds at the drop of a hat so when Boo doesn't share his pudding he does that yeah.

That looked more like rat than a cat.

Beerus doesn't look like a normal cat because he's based off a specific breed of cat called a Cornish Rex or a Sphynx Cat, and he looks exactly like a hairless one. They're weird looking(if hairless) but Beerus is sort of a baddy, so no point in making him look cute and cuddly. And Akira Toriyama based him of off one of these cats he had as a pet.
