Idk what Artocitus is, but Sinestro is basically Evil Green Lantern. If the red one brings something else to the table, then it should be him, but it also just looks like an Evil Green Lantern so i'd rather have neither.

Ok, i wikipedia'd both those nasties and they basically have the same power as Green Lantern, aka they wear a ring that can create whatever they want. Only difference is what powers the rings, and the red guy can spit poisonous blood or what not cos of his type of ring.
