Ayane had a costume with a mask in DOA:D but it was on the side of her face.
I don't think it's her and like you said the hair is not bright enough to be Ayane's.

Yeah, that image has been going around which is why people think it's either an Ayane variant or just another costume. It would make sense, but I'm not sure why they would tease it as such for the arcade version.
